The proposed measures include payments that exceed a predetermined threshold to individuals with liberal professions to be conducted via electronic payment, showing for example Italy, where the Ministry of Finance is due to establish the threshold.

Another measure is to improve and ensure that all merchants comply with their obligations under the law 250/2003, which provides that all retailers with a turnover higher than 100,000 euros should accept electronic payments. Visa and its affiliated banks propose this level to be lifted to 300,000 lei.

Visa proposes the reduction of added value tax for electronic payments for a predetermined period (1-2 years).
