Deficitul structural este calculat pe baza veniturilor si cheltuielilor care nu sunt influentate de ciclul economic. In ceea ce priveste veniturile bugetare, majoritatea componentelor depind de ciclul economic: adica impozitele pe venit si accizele, TVA, sau contributiile la asigurarile sociale. Pe partea de cheltuieli, compensatiile si platile pentru ajutorul de somaj sunt influentate de ciclicitatea activitatii economice.
