The contract was awarded to the consortium EvoBus – BRD Sogelease, but the award was disputed by one of the unsuccessful bidders before the National Council for Solving Complaints (CNSC). CNSC upheld the claim of the unsuccessful bidder, however, in an irrevocable appeal decision rendered by the Ploiesti Court of Appeal, the award to EvoBus – BRD Sogelease was deemed compliant with the applicable public procurement regulations.

Public procurement is one of the main practice areas of bpv GRIGORESCU. The fees earned in the financial year 2009 in connection with public procurement projects to approximately 16.5 percent of the firm’s total revenues.
EvoBus Romania is a wholly-owned subsidary of EvoBus GmbH, the largest affiliate of Daimler AG in Europe, and the largest bus and coach-bus manufacturer.
BRD Sogelease IFN is the leasing branch of BRD-Groupe Societe Generale.
