Residual Stake Fund doesn’t come under RNSC’s purview

7 Oct 2009

Residual Stake Fund that will comprise minority interests of the Authority for State Assets Recovery (AVAS) will not come within the purview of Romanian National Securities Commission’s regulation, said Mircea Ursache, chairman of Supervisory Council of Property Fund.

Ursache (photo) added the project had been completed with the selection of a law firm for the writing of the memorandum and submission of the emergency ordinance draft to the Government.

“The role of Residual Stake Fund is to sell these interests and steer the cash flow into the state budget, after which it will be dissolved” said Mircea Ursache.

The fund that will go public at the Bucharest Stock Exchange will have a start-up capital of €30 mln and will comprise AVAS’ minority interests in over 300 companies.

Franklin Templeton awaits final approval from Romanian Gov’t

21 Jun 2010

Franklin Templeton Investments said it awaits final Romanian government approval of its February 2010 investment management agreement to manage the $4 billion Fondul Proprietatea.

“There is more urgency to securing Government approval of this agreement as victims of the communist expropriation of property still awaits compensation. We are now ready to act and have established operations in Romania to undertake this important assignment”, said David Smart, global head of sovereign funds and supranationals for Franklin Templeton Investments.

Many Romanians feel, he continued, that the selection of Franklin Templeton as the investment manager of Fondul Proprietatea will bring several benefits to Fund stakeholders, which include greater market liquidity, increased research capabilities into, and supervision of the Fund’s portfolio holdings and greater foreign investment in the Romanian market, which in turn should increase tax revenues to the Government while providing greater transparency and opportunity for shareholders.
